在用户编辑弹窗中，前端会直接展示新建用户的默认登录密码，且当前没有用户首次登录强制修改密码的能力，存在安全风险。

新增启动参数配置，支持：

1. 可配置是否在用户新增 / 编辑页面展示默认密码
2. 或者支持可配置是否开启用户首次登录强制修改密码
