Research direction

Start by reading the library's current CSS and locating where selectors are wrapped in :where(). Compare that structure with wrapping the library in @layer normalize, then check the resulting specificity behavior and confirm the chosen approach across the project's existing normalization rules.

Written by the indexing model from the issue text.

Description

Have you considered replacing the wrapping of selectors in :where() with wrapping the entire library in the @layer normalize?

This would also avoid the specificity affect, but with the same simple selectors.
