Description

Make a Dockerfile that allows us building an image with a Windows 10 environment set up for building Carla.

The main complication is having Unreal built without redistributing the code/binaries.

Research direction
Investigate existing Docker related discussions, especially issue #1584. The main challenge is creating a Windows Docker image that includes Unreal Engine build without redistributing its code. Review the Carla build documentation and any existing Dockerfiles for Linux to understand requirements. Consider using Windows containers or multi stage builds to separate Unreal binaries.
