Review pull request #76 and the current download path using the neuromorpho.org/dableFiles endpoint. Investigate whether Neuromorpho's API provides the same data and define how downloads should behave when the site is unavailable; done means the package can reliably retrieve the required data through the chosen source.

Description
Following https://github.com/brainglobe/morphapi/pull/76, we still fetch data from https://neuromorpho.org/dableFiles, and this fails as neuromorpho is often down. We should see if there is another way to get this data (e.g. via the API).
