Warnings on Windows Clang in header code

Use the linked Windows Clang Actions job as the reproduction case. Inspect boost/test/utils/setcolor.hpp, boost/test/utils/runtime/errors.hpp, and boost/test/impl/junit_log_formatter.ipp at the reported warning locations. Done means the header-mode build no longer emits the listed warnings.
