whether or not Upstream supports arm-linux

Start with the community triplet at triplets/community/arm-linux.cmake and the boost-python port at ports/boost-python/portfile.cmake. Reproduce vcpkg install boost-python:arm-linux and inspect buildtrees/boost-python/install-arm-linux-dbg-out.log for the actual failure. Done means establishing whether this triplet is supported and documenting or resolving the build failure.

I use vcpkg to install boost-python， but failed
here are some informations.
