Research direction

Start with the Windows troubleshooting page linked in the issue, especially the “Restarting Herd” section, then reproduce the exit-and-restart sequence while checking the lingering Herd tasks and their three subtasks. Done means identifying why the tasks remain after exit and ensuring Herd can be started again without manually ending them.

Bug description

In Common Issues->Restarting Herd
https://herd.laravel.com/docs/windows/troubleshooting/common-issues#restarting-herd
it says
"In some rare scenarios, Herd doesn’t start after it has been quit previously"

On my system it does that 100% of the time.

As per advice given, there is a Herd task with three subtasks that needs to be Ended first.
