Add Additional Testing To Hash Function Crates

Description
bc-test-data and wycheproof tests must be added to all hash function crates (sha2, sha3, hmac, hkdf).
You should be able to grab the bc-test-data.rs and wycheproof.rs out of the mldsa or mlkem crates as a starting point.
