Description

Description of the bug:

when emulator/qemu/linux-aarch64/qemu-system-aarch64 exists in the android SDK on arm linux, bazel doesn't find it.

Might need to add something like:

         "@bazel_tools//src/conditions:linux_aarch64": ["emulator/qemu/linux-aarch64/qemu-system-aarch64"],

here: https://github.com/bazelbuild/bazel/blob/6621495b7510ff9599e103c04907598b672eab9f/src/main/java/com/google/devtools/build/lib/bazel/rules/android/android_sdk_repository_template.txt#L69-L76

What's the simplest, easiest way to reproduce this bug? Please provide a minimal example if possible.

Try to build https://github.com/android/android-test on linux running on apple silicon (ARM)
