The healthcheck function fails for me, because it is missing the permission cloudwatch:GetMetricStatistics.
Looking at all managed policies for Cloudwatch, I believe CloudWatchReadOnlyAccess would be the most reasonable, as it does not grant any unnecessary write permissions.
