Start at the incubator page URL and compare its behavior with the security page and the layout discussed in issue #10. Decide with maintainers which listed presentation is wanted; done means incubating projects and their issue data are represented on the page instead of leaving it empty.

Description

Currently https://dash.security.apache.org/project/incubator is an empty page, because all the issues are assigned to the incubating projects. We should treat this PMC specially, like security.

There various alternatives:

  1. Either we reuse the same layout as in #10, i.e. all the issues are in a single list, but each issue shows which project it belongs.
  2. Or we concatenate the issues of all incubating projects.
  3. As an alternative, we can just have a page that lists the number of issues per project aggregated by status and provide links to the various incubating projects.
