Rebuild bloomfilter when fpp changed

Similar to https://github.com/apache/pinot/pull/16953

If we want to change bloomfilter fpp, currently we need to:

  1. remove the bloomfilter config
  2. reload table
  3. add bloomfilter config with new fpp
  4. reload table

Ideally this should happen when the fpp is updated.

We can support this in the BloomfilterIndexHandler

Research direction
Examine the linked PR #16953 for pattern of rebuilding indexes on config change. Look at the BloomfilterIndexHandler class in the Pinot codebase to understand the current flow. The issue has comments; review them for additional context.
