blocker enhancement

Inviting non-committers to participate in a vote (even if non-binding) is a nice way to encourage them to share their perspective and get more involved. Having a way to register votes without having to log in would be cool - though non-trivial, since it means you now need to guard better against malicious input, and have a way to moderate away inappropriate comments or disable comments altogether when things go haywire.
