Consolidate all scripts under top level scripts directory

Description

Before we do this, let us revisit one more time if this is ideal. It has pros/cons. Moving to one place makes it easy to find but the script should assume the inter-directory structure. Also, each sub-module is not contained entirely as the script is in different place

Research direction
Review the discussion in PR #918 (linked) to understand the pros and cons of consolidating scripts. Identify all existing script locations across sub modules in the repository. Propose a plan to move scripts to a top level scripts directory while ensuring scripts correctly reference inter directory paths. Confirm with maintainers if any scripts should remain in their current locations.
