What would you like to happen?

When calling BigQuery's tables.get method, today, we are retrieving FULL details (which is the default). However, this is expensive and is resulting in customers hitting Quota issues. BigQuery engineering team is open to relaxing this Quota if we retrieve using "BASIC" enum.

Research direction
Modify the calls to BigQuery tables.get() in apache beam/io/gcp/bigquery.py (lines 902-903) and apache beam/io/gcp/bigquery tools.py (line 565) to include the 'view' parameter set to 'BASIC'. This reduces retrieved data and prevents quota issues. Ensure backward compatibility by defaulting to FULL if not specified, or follow any existing pattern.
