This went stable in 1.16. Determine whether it can be used in AnkiDroidApp to speed up app startup

Investigate the startUpWebView API (see developer.android.com link). Check if the API can be called in AnkiDroidApp. Test on the dependency updates branch which has WebKit 1.16. Evaluate if it speeds up app startup. If feasible, propose a PR to integrate it.
