cellNav causes draggable rows functionality to not work

Description

I know this issue is in relation to a third party plugin but I wanted to ask in case this had something to do with the way cellNav is modifying the grid.

The issue is this: if cellNav and ui-grid-draggable-rows are both enabled on the grid, draggable rows will not work. The strange part is however, if edit is enabled and a cell is focused for editing, then the draggable rows directive will work.

Investigate the interaction between cellNav and ui grid draggable rows directives. The issue includes a jsbin reproduction: https://jsbin.com/nomixu/edit?html,js,output. Look at how cellNav modifies event handling on the grid and how it conflicts with drag initialization. Check if a race condition or event propagation issue exists. The fact that editing a cell makes dragging work suggests that cellNav's focus state might enable proper event flow.
