[FEAT-Infra]: Get Savepoint and Storm Track data into the Dev DB

In order to do quick StormSIm testing we need to at the least get stormtracks and savepoint data into the DB.
- this may need to be quick and dirty in the short term in order to get a tester up and running
- we will keep #721 open as the long term solution
