Description

Background

Locked decision #4 in docs/LOCKED_DECISIONS.md states that the authored cms122/cms125 subsets retire from the product catalog into the fidelity/Standards lab, deferred until after the official flip. The official flip is now complete: ADR-045/046 routed both cms122 and cms125 to CMS's official QI-Core artifacts on the demo/production stack (PR #375 series, gate at 410/410 across eight measures).

Goal

Retire the authored cms122/cms125 subsets from the active product catalog presentation while:

  1. Keeping routed official cms122/cms125 execution running unchanged — RUNNABLE_MEASURE_IDS (backend-ts/src/run/run-pipeline.ts) and MEASURE_BINDINGS continue to drive scheduling and synthetic bundle construction for these measures so the nightly ALL_PROGRAMS run keeps evaluating them.
  2. Keeping the diagnostic oracle intact — pnpm flip-snapshot, literal-diff.ts, the ADR-038 corpus outcomes-as-authored check, and the MADiE gate must all continue to pass. The authored CQL is the standards-lab oracle; it moves home, it does not die.
  3. Preserving audit invariants, schema stability, and CQL Outcome Status as the sole compliance authority.

Expected shape

A presentation/catalog-level change: the measure catalog and any UI/MCP/docs surfaces stop presenting authored cms122/cms125 as active first-class catalog measures, marking them instead with a retired-to-lab lifecycle state, with docs/MEASURES.md and docs/STANDARDS_CONFORMANCE.md updated accordingly. An ADR is required in docs/DECISIONS.md.

If catalog state turns out to be load-bearing for execution scheduling, that coupling will be reported rather than forced.
