Multigraph Toolkit is an MIT-licensed C library + CLI for rigorous multigraph analysis. It runs provably correct exact algorithms on small instances, then transparently switches to calibrated Monte-Carlo, simulated-annealing, and heuristic routines to keep sub-second performance on graphs with >10⁵ edges.
