If we continue using the "push" workflow for label syncing, we may consider some paths for automating cookbook participation in the label syncing or allowing cookbook authors to "opt in" or "opt out" to that label structure depending on our workflow.

If we go the path of a new action as part of the template to instead "pull" these labels per-cookbook, this likely won't be necessary.
