Description

Summary

Hide the congressional district option when a user selects a geography for a new report, in both entry points:

The "All households in a congressional district" radio option in USGeographicOptions.tsx
The "Congressional districts" browse category in PopulationBrowseModal.tsx

Constraint

Previously created congressional district-based reports must remain viewable. This is a creation-flow-only change — the report-output path is untouched, so existing district-scoped reports still load and render normally.

Approach

Mirror the pattern used to hide the US place selector (#1075): comment the blocks out with a re-enable note rather than deleting them, so restoring the option is a one-step revert.
