adding readme file for all the mathematical algorithms as they are missing.

Research direction
Look at the existing README files in other algorithm sections of the Cosmos repository to understand the format and structure. Then create a README.md file in the mathematical algorithms folder that lists all the algorithms in that section with brief descriptions and links to their source files.
