Is your feature request related to a problem? Please describe.

Current constraints of data designer packages limit the pandas upper bound at <3.0.0. This makes it harder to install alongside many applications like cuDF which require pandas>=3, <3.0.4.
It would be great if data-designer could support pandas>3

Describe the solution you'd like

move the upper bound to something that supports newer pandas 3.x versions.

Overriding lockfile dependencies.
