Release: migrate from deprecated build command

The command we use to build the source distribution tarball, namely python setup.py sdist, is deprecated (though the use of setup.py is still fine, for now): see this official Python packaging guide, stating (noting nice use of BCP 14!):

commands such as the following MUST NOT be run anymore

We are told to now use python -m build instead. This should be a straightforward change but we it would be good to test it with CI. I am updating the test-source-dist.yml workflow and then we can check it works on those jobs and if you're happy then replace as the build command in the release checklist.

As noticed when updating our Actions workflows.
