Cannot run Forge Gametest server via Gradle

Description
Running the gametest server on fabric works fine via Gradle and Idea, the forge version runs successfully via Idea but crashes via gradle with:
java.lang.ClassNotFoundException: net.minecraftforge.userdev.LaunchTesting
