Thanks!

tsc recognizes the file without .d.ts extension, but vscode's ts validation has a different behavior. This makes a headache communication between typescript coder.

Investigate the behavior of tsc and VS Code for triple slash reference paths. Check the TypeScript compiler source code for how it resolves .d.ts files, and compare with VS Code's language service.
