Update Composer dependencies to match with Airflow 2.9.1

Description
Composer now supports Airflow 2.9.1, dependencies for those samples and the corresponding constraints file (see info about constraints file here can be updated. Note that constraints files are mapped to Python versions so if #12095 is completed, we may have to think about how to handle that
