Description

Currently, at the footer of the report the LH version and GH issue link is included. I propose that we also include any used the plugins and respective issue links.

Research direction
Examine the report footer implementation in lighthouse core/report. Identify where the version and issue link are rendered. Then, iterate over the list of used plugins (accessible via the Lighthouse plugin API) and append their names and respective links. Consult the plugin documentation for how plugins expose metadata.
