Investigate possible implementations of the new chunk format and block data internally. This will require a rewrite of our ChunkSection implementation, will likely go hand-in-hand with the new BlockData API in Spigot.

What to do for this task? Come up with suggestions on how to efficiently store information about blocks in memory, with easy write/read access, and within the bounds of the Bukkit API spec.

Research direction
Investigate the Minecraft 1.13 chunk format and its implications for Glowstone's ChunkSection implementation. Review the existing ChunkSection code and the Bukkit BlockData API. Propose efficient storage methods for block states considering memory usage and read/write performance.
