Reproduce the issue by opening Help from the GUI in release 0.12.20.0 and confirm whether the table of contents appears without content. Then trace the Help system and command-line documentation entry points to determine why content is not displayed; done means the Help pages, especially the command-line documentation, render correctly.

Description

We're using the Version 0.12.20.0 release. We can open the help (from the link in the GUI). The TOC displays but none of the content displays. We're interested in the command-line documentation in particular. But, a working Help system (or one that works for us) would be helpful (see what I did there?) ;-)
