Research direction

Start by reading issues #960 and #963, then trace the investment algorithm that considers only primary commodity outputs. Determine how processes with multiple output commodities are capacity-sized; done means side-product commodities no longer receive excessive capacity, with the relevant behavior verified by tests.

Description

I thought we already had an issue for this, but turns out not.

As explained in #960 and #963, since the investment algorithm considers only primary commodity outputs, there's potential for commodities produced as side products to have too much capacity.
