Research direction

Open the linked issuing-assets tutorial and inspect its setup instructions, especially the claim that jq was installed as part of setup. Update the page to reflect the current binary-based setup, then review the rendered page to confirm it no longer says jq is installed during setup.

Description

https://elementsproject.org/elements-code-tutorial/issuing-assets says we installed jq as part of set up but the set up has changed to use the binaries now so that's not true.
