Remove GetTools4CITA from DyalogBuild.dyalog

Michael says that this function is no longer required, so it can be removed from DyalogBuild.dyalog.
Be good to see if anything else can be removed too !
Once done, we can remove the code to suppress GetTools4CITA in svn/apl/allos/bin/mk_apltoolslib (22940)
