What component of Red (cog, command, API) would you like to see improvements on?

Describe the enhancement you're suggesting.

A command such as [p]slash clear or [p]slash disableall should be created which disables all currently enabled slash commands. Suggested by seifcume.

Research direction
Examine the existing slash command cog in the Red bot repository. Look at how individual commands are disabled via the `[p]slash` command. The new command should iterate over all registered slash commands and disable them. Check the issue comments for any additional requirements.
