Research direction

No source files, tests, or entry points are named. Start by reviewing the current toolbar and tab bar glass-effect implementation and checking the linked Radar for a workaround or official API; done means the glass effect no longer receives the unwanted dark tint when the window is unfocused.

Description

This is a tracking issue for a slight design change once this either gets a workaround or an official API. I'd like the toolbar and tab bar to have a glass effect underneath them. However, when the window is not focused all glass elements get a secondary, dark, tint that looks awful for this.
