Nominating File_Toolkit as the next priority candidate for implementing Interoperability Test Sets.

Following the success of some of the Structural Adapters this will be a good use case to:
a) generalise InteroperabilityTestEngine further and
b) integrate into a specific CI check with BHoMBot, as naturally requires no proprietary licences.

This may need some workshopping to generalise for File workflows - beyond what @IsakNaslundBh has implemented specifically for Structural Adapters.
