Fix CELTS Training, Handbook, and Admin Visibility Issues

Trace the participation-history display, handbook selection and download, and handbook-signature visibility paths described in the issue. Check how CELTS training completion, student roles, and shared Admin permissions are evaluated, then verify each expected behavior for the affected student and staff cases. Done means the training appears in history, the correct handbook is available, and equivalent Admin users see the same signature status.

Several related issues have been identified involving CELTS trainings, handbook visibility, activity logs, and admin permissions.

1. All CELTS Training missing from Participation History

All CELTS Training appears to be working correctly for labor students in the roster view. Students who complete the training are shown as having completed it in the relevant rosters.
However, the same All CELTS Training event is not appearing in the student's Participation History on their personal profile.
This creates a tracking inconsistency because staff need to be able to verify from the student's profile that the student:

• attended the appropriate CELTS training, and
• completed the corresponding handbook requirements.

Expected behavior:
When a student attends an All CELTS Training, the training should appear in their Participation History as well as in the roster/training completion views.

2. CELTS labor students only see the Volunteer Handbook

Currently, students appear to only be able to view and download the Volunteer Handbook from their personal information section.

This occurs even for CELTS labor students, including students who:

• attended an All CELTS Training,
• attended a program-specific training,
• have expressed interest in a CELTS program,
• and all should currently hold a CELTS labor position.

CELTS labor students should instead have access to the appropriate CELTS Labor Handbook.

The correct handbook may need to be determined based on either:

Expected behavior:
Students should see the handbook that corresponds to their CELTS role and training requirements rather than all students defaulting to the Volunteer Handbook.

3. Inconsistent handbook-signature visibility among CELTS Pro Staff

CELTS Pro Staff members have the same Admin permissions in CELTS Link, but they are not seeing the same handbook-signature information.

For the same student:

• one Admin user can see that the student has signed the handbook,
• Ashley and Megan cannot see the same signature status/information.

This suggests that the handbook-signature display may be checking a property other than the shared CELTS Admin permission.

Expected behavior:
All CELTS Pro Staff users with the same Admin permissions should have the same ability to view a student's handbook-signature status.
