An unescaped ampersand in project path

Start at GetPowerMillParameterXML, especially the response handling immediately before XmlDocument.LoadXml. Reproduce the project_pathname(false) case with the ampersand in the returned path, then verify that the resulting XML parses successfully without the XmlException.
