Ask @thao-do for the required script, then add a bottom-of-page link labeled "Cookie Settings" that reopens the panel after consent. At the very least, the landing page of CFE should have had a link at the bottom of the page to trigger open the Cookies Settings panel for user access even after they have submitted their consent.
