Background Information

When a label not fact is selected, there's not fact-checking process. Thus, the report shouldn't be required and we should show a standard message in the final output.

What

The message should be the same as present in the fact-checking manual:

Não é fato: informações subjetivas, opiniões ou juízo de valor - não é uma informação com embasamento teórico;

Locate the component or logic handling label selection. Modify the condition for 'not fact' label to skip requiring a report and display the standard message from the manual (Portuguese: 'Não é fato: informações subjetivas...'). Ensure the change does not affect other labels.
